Step 1: (It is obvious, select saffron fields and Civil Servant)

Step 2: Save up money to buy Services Discussions, School Generation, Water Supplies and Medical Supplies.

Step 3: If corruption/corruption risk is very high, save up money to buy Anti-Corruption 1.

Step 4: Relax. If you see a pop-up called "{Operation Name} losing the public relations battle" follow the steps that the pop-up says to you.

Step 5: Wait and Relax. If the pop-up appears that the insurgents are preparing to attack the region, get money to buy Deploy Coalition Soldiers 1,2,3,4.

Step 6: Now the insurgents are attacking. Move soldiers were the insurgents attack and keep the population as safe as possible.

Step 7: If reputation gets to average and insurgents control a lot of zones,Buy the Democratic Translition and Local Police recruement or Local Militia. Also get Survillance Drones and Airstrikes.

Step 8: If your HQ finally establishes contact with the insurgents, select the try to talk option. if the chance of insurgents refusing talks is high, delay the contact and inflect military defeats and stabilize zones and wait for the HQ to re-establish contact with the insurgents and select the try to talk and it should work.

Step 9: Now that the peace deal is in progress, keep pressuring the insurgents to speed up negotiations. Also select peace disicions that speed up negotiations if people do not get mad.

Final Step: Now if the peace deal is completed, now agree the peace deal althought it reduces reputation, that reputation loss is never enought to drop it to 0. Now, you instantly win the game.
