The Peace Process is a major mechanic in Rebel Inc. and one of the critical conditions to a victory, if allowed to be.

Requisites

For a Peace Process to initiate, the Insurgents must have suffered numerous defeats first (by destroying their fighters). This in turn requires the player to manage their Military Initiatives better. The insurgents morale can be viewed in the bottom right corner as a speech bubble with a percentage next to it, but is only observed on PC.

There is a random in-game Decision where the HQ establishes contact with the Insurgents. There are three options. The first one can be chosen to start a negotiation. However, one should only do so when the probability of insurgents refusing talks is low as otherwise your reputation level will drop. The chance for insurgents to not talk is directly correlated with their morale, every "point" in the positive reduces their chance of refusing talks by 1%, up to a 100% chance of them accepting negotiations, at which point they will always accept.

Process

To have the process going on at the normal rate, inflicting military defeats remains crucial as the insurgents will hesitate to negotiate if their morale is high (the bar in the bottom right corner is in the negative).

The Negotiator Advisor provides an unknown but slight acceleration to negotiations. On Higher difficulties, the peace process generally slows, but peace may be the only effective option to defeat the insurgents if your units and Garrisons just wouldn't cut it.

When on the process of negotiating, several options will be offered regarding what to do with the insurgents. The first one gives the insurgents what they want, greatly reducing reputation (by up to -15) but Insurgents will feel better and accelerate negotiations. The second option will compromise between the two parties and only slightly reduce reputation, but there is a slight chance of insurgents objecting if their morale is high enough, reducing negotiation speed. The third one will antagonize them and slightly increase their capability, as well as increasing reputation slightly. If the insurgent morale is high enough (below 100% on the speech bubble), there is a sizable chance that the insurgents will object and cause a negotiation setback.

If the peace progress reaches 100, three options are offered. Choosing the first one will immediately cause the treaty to take effect, disbanding all insurgents and preventing them from spawning ever again (which may reduce reputation and will not result in a loss). After that, regions will be significantly easier to stabilize and the player can gain an effective victory. The second option causes a minor setback to the peace talks and the third one, which is a rejection of the peace deal, causes a major setback. The last two options offer reputation and antagonizes the insurgents, but should not be used unless seeking for a higher score. They also have diminishing reputation returns.

  • Rejecting the peace deal with the insurgents will earn the "Nope" Achievement.
  • Winning a game without a completed peace deal will grant the achievement "Peace is for Wimps".
  • Completing a campaign without accepting any peace deals will grant the achievement "Art of War"
