Omnigovernor is an official scenario, which contains a custom "Omnigovernor", which as the benefits and drawbacks of every governor except the Civil Servant.

Trivia
- Since "omnigovernor" does not exist in the scenario creator, it means that this is yet another modified governor, but unlike Medic in Southern Fever scenario and Board of Directors in Corporate Development which are actually modified Civil Servant, Omnigovernor has the Economist's annual budget worked in.
- If the player starts training a lot of coalition and national soldiers, a glitch appears. national soldiers will be trained in 116 months
- Banker effect only has gain interest equal reduce to 0,3% of all funds you currently have per turn.
